1. Does the creative process produce learning, or just more ads?

Ask the agency to show you a creative brief, then ask what happens after the ads run. The first document tells you whether it can make ads. The second answer tells you whether it can build a learning system.

More creative is useful only when the team can distinguish which variable changed. If one ad changes the hook, spokesperson, offer, format and visual style at the same time, the winning ad can scale, but the team still does not know why it won. That makes the next batch another guess.

Meta's automation can only optimize against the signals available to it. If the conversion event is wrong, duplicated or disconnected from actual customer quality, more automation does not fix the problem. It can make the wrong optimization happen faster.

For ecommerce, that means comparing platform performance with actual orders, revenue, contribution margin and repeat behavior where available. For lead generation, it means getting sales feedback back into the analysis instead of treating every form submission as equal.

4. Do you own the account, data and testing history?

Your company should retain control of the infrastructure that accumulates value over time: Business Manager access, ad account history, Pixel and Conversions API configuration, audiences, product catalogues where relevant, creative files and the documented testing history.

This is partly an exit-risk issue, but it is also an intelligence issue. The historical account is a dataset. When ownership is fragmented or a new partner has to rebuild from screenshots and exported reports, your next team starts with less context than it should.

Ask the agency exactly what happens on the day the engagement ends. A clean answer should not require a negotiation.

5. Does the agency diagnose beyond Ads Manager?

A paid-social account can look like the problem when the actual constraint is the offer, landing page, mobile checkout, sales follow-up, inventory, onboarding or customer quality. That is why a useful Meta Ads agency has to diagnose outside the ad account even when it does not personally own every fix.

For example, a falling conversion rate after the click can make the platform CAC look worse while the creative is still doing its job. The wrong response is to cycle through new audiences. The right response is to isolate where the conversion path changed.

6. Can the agency explain its scaling rules before the good week arrives?

Scaling is not a personality trait. It should be a set of decisions the team can explain before the account is emotional.

Ask what has to be true before budget increases, what efficiency deterioration is acceptable as spend rises, how long the agency waits before judging a test, how it handles attribution lag, and what makes it reduce spend. There is no universal rule because conversion volume, sales cycle and margin differ, but there should be a rule for your account.

The same applies to creative. A winning ad should not become a permanent excuse to stop testing. The purpose of the learning system is to convert that winner into additional hypotheses before fatigue or market conditions force the issue.

7. Does reporting create the next decision?

A report should end with a prioritized answer to three questions:

  2. Why do we believe it changed?

If the reporting process ends at CPM, CTR, CPA and ROAS, the most valuable part is missing. Those metrics describe the account. They do not automatically tell you which creative angle, offer, funnel step or scaling decision should come next.
